Midway ISD Police Department

The Midway ISD Police Department is committed to making our district a place where safety comes first and everyone feels secure, valued, and protected. Our team includes Certified Texas Peace Officers and civilian Campus Safety Specialists who serve the students, staff, and visitors across 11 campuses and all special facilities within Midway ISD’s 87 square miles.

Led by Chief Jeffrey Foley, the department focuses on creating a safe and supportive environment. We believe in building strong relationships and trust within our school community, ensuring that students feel comfortable and secure. Our goal is to be a reliable presence on campus, integrating safety into everyday school life.

It is my great honor and privilege to serve as the Chief of Police for the Midway Independent School District. Our mission is clear: to ensure that every student, staff member, and visitor feels safe and welcome on our campuses. We're here to support the success of our students, focusing on their well-being rather than just statistics.

One of the core principles guiding our work is Peel's Principle #9: "The test of police efficiency is the absence of crime and disorder, not the visible evidence of police action in dealing with it." This means we aim to create a peaceful environment where issues are prevented before they even arise, rather than just reacting to them.
We’re building a department rooted in values and beliefs that make us approachable and dependable. Our officers are not only law enforcement professionals but also dedicated members of this community who care deeply about the success and security of our students.  Our officers won't be the authoritarian figures students fear but trusted adults they can run to. We’ll rely on the NASRO triad concept, which balances law enforcement, education, and counseling to address the unique needs of a school setting.

My vision for the Midway ISD Police Department is to set the standard for school-based policing. I want our officers to be more than just a presence for safety and security. They should be integral parts of the school community—people that students build relationships with, trust, and seek out when they need help or just want to talk. You’ll see us at school events, in the halls, and as active members of the school family.

Training and preparedness are cornerstones of our department. We will regularly conduct safety drills, offer training sessions, and provide resources to ensure that everyone in our school community knows how to respond in an emergency. Our goal is to create a culture of safety awareness that empowers individuals to act confidently and responsibly in any situation.

We believe that when students feel safe and supported, they can focus on what really matters: learning and growing. Our team is committed to creating a positive, secure environment where everyone can thrive. We are here to protect, serve, and build strong, trusting relationships with all those who call Midway ISD their educational home. I’m looking forward to working with all of you to make our schools the best they can be.
